Hello and welcome to HCM,
Phimosis can be congenital, a structural problem since birth or it can be acquired due to causes like infection or inflammation.
Phimosis is characterised by painful erection and pain while retracting the foreskin.
The while colored substance that you are seeing below the foreskin is probably smegma.
Smegma is a white colored substance which accumulated below the foreskin.
Treatment of phimosis is surgical excision of tight foreskin to allow its painless movement over glans.
The surgery is minor with very little post operative discomfort.
Thus, relax and consult a surgeon for further management.

Thanks and take care
