What Is The Cause For Delay In Period?

i had a tubal ligation 13 years ago i am 39 and have not a period going on 3 months ,.i am getting clear discharge i have taken pregnancy tests but are coming out negative .. i have a cyst in my left ovary and i am not sure if it is due to the cyst that this is occuring
