What Is The Cause Of Red Bumps?

I got a tattoo on my chest about 4 days ago, I put lotion on it regularly and wash it with dial soap every single morning and afternoon. But just yesterday red bumps popped up on it like a rash. I didn't know if it was infected or if it was just part of the healing process?

Active oozing or bleeding or sore could be a sign of active infection. Do consult your Cosmetologist/Dermatologist to rule out infection as infection can damage your skin further.
