What Is The Cause Of Spike In The BP After A Strenous Work?

My husband has a history of HBP but for the last two weeks anytime he does strenuous work or exercise he has a spike in his BP which causes his head to hurt extremely bad his resting BP is good they changed his meds but that has not helped I think it could be something else that s causing the spike in his BP.
