What Is The Itchy Scaly Patch On Chest?

I had breast cancer in 2007 - left mastectomy, axillary clearance - grade 3. Only had radiotherapy and herceptin for year as 1 dose chemo nearly killed me. Have noticed itchy scally patch on chest - should I see doctor or leave it alone and keep putting e45 on it.
