What Is The Little Bumps Under & Around My Penis Head?

hi im 16 but when i was around 14 or 15 i noticed i had white dryed up sperm between my penis and foreskin i cleaned it out & now i have little bumps under & around my penis head i clean it about once a day everyday is that bad please i need to know quick do i need a doctor??
