What Is The Skin Hanging Out From The Vagina?

Well, im 13 and still a virgin . . and i want to know if I'm normal down there. Well there's this thing that's kind of wrinkly and it hangs out of my vagina lips, but it's only on the right side .. it isn't really long it's only about 2 centimeters or so, I'm paranoid for later on in life with sex incase it gets in the way, I'm to embarrassed to say to my mum, please let me know, if I'm normal or not?
