Dear Sir/madam, i have a little very small white in color pocks/bubbles (small white heads) like things on the edge of the glans of my penis. they have been there since i was a child. when i rub my glans with my fingers they make a little hurting to penis. These small white spots are common and usually harmless also called Fordyce spots. However you also need to get evaluated further to see if these are due to some fungal or primary skin disease.
