Hi,

Fungal infection could be one reason for the swollen penis and small cuts on penis foreskin. However, other infections should be rule out, therefore, I suggest to:

- get your seminal fluid tested
- consult a dermatologist to get treated properly.
- get your partner tested and treated as well
- if not circumcised, decide with your doctor when to get circumcised
- run some tests for STDs

Physical examination and the above-mentioned tests would determine the right cause to your problems with penile foreskin.

Take care!
