What Is The Treatment For Swollen And Painful Foot?

i have had swelling in my right foot for the last 3 years.It is so swollen,that its hard to get a shoe on my foot,or even find a shoe that fits properly.
My foot is really swollen,it feels soft,but yet it feels firm at the same time.Ver little pain at all.
Is it something serious??
