What Might Be The White Small Lump On The Right Calve Which Is Sore To Touch And Very Tight?

Hello my 4 year old son has had a white small bump on his right calve! It s been there for a year but today it was much bigger now with a red quarter size bump around it and it has a black dot in the center! He s saying it hurts and it feel very tight!
