Hi,
Welcome to HCM.
The chances of getting HIV infection is not depending upon the time or how deep the penetration was, but related to local tissue injury and mixing of body fluids like blood and semen and exposed to the minor abrasions. If there is no penetration and no ejaculation then the risk is negligible. The viral load in precum cannot be predicted and it depends upon the individual's blood viral load.If he is not an HIV infected person then also you will not have any risk. Better to have a blood test and rule out the possibility of HIV and relax yourself.
