Whom Should My Friend Consult While Having Recurrent Neck Lymph Node Swelling After Thyroidectomy?

Hi my frnd got papillary thyroid and underwent total thyroidectomy 3years back but she got lymph nodes swelling at neck again from 6 months with slight radiating pain to head when lymph nodes are pressed...my question is that whom should she refer ...to which Dr should she consult medical oncologist or surgical oncologist or ent specialist
