Why Does The Hole Of My Penis Get Stuck With A Clear White Cream Like On Top ?

hi, i am 13 n i have not had sex and my penis hole on it top of the penis head(where it exits the glands) both sides of my penis hole will get stuck together and sometimes a clear/whit cream on top. its no painfull in any way but im curious n its annoying. i also can push it appart, and when i pee it will be blocked for a fraction of a second! and im circumsized and clean very well
