Why Has My Upper Lip Changed The Color From Red To Light Rose Color?

Dear Sir,

I am Gadya Kaggoda Arachchi from Sri Lanka, 31 years old. My upper lip is gone from red to light rose color about two month ago.
For that i got medicine from skin specialist about a month ago. But still not good. I can mention that medicines. For morning - Talimus( Tacrolimus Ointment) cream. For night - Elomet (Mometasone Furoate) cream. I apply those medicine daily.

I have scalps in some part of body too. For that i am using Mycoral scalp solution. Is it scalp?

That disease doesn't have to my family members . It only very little bit changes on cold and sunlight. No effect for a lower lip and other part of body yet. Also not increase or decrease that problem yet thought out a this month. There is a light rose area between black and red area of my upper lip. Normally my lips are red.
How can i cure this problem? Does it spread on other areas? Is it Vitiligo?
My friend who is doctor said it is some kind of disease that going skin black to white.(that u said). But not serious.
So i get down on mentally thinking that.
I am waiting , hopping ur answer...
So can u help to cure that problem. It will be great help for me.
