Why Is Medroxyprogesterone Prescribed While Suffering From Low Estrogen Levels?

My doctor prescribed medroxyprogesterone 100mg. I’m really sensitive to most medication. I was just on oral progesterone and my skin started itching and I got really bad pain in my right arm radiating up to my shoulder and neck. Once I stopped taking it symptoms went away. I’m concerned I’ll have negative reactions to this. I’m on second round of estrogen pellet and my estrogen is still low so why it’s prescribed.
