Why Is It That Everyone Who Commits A Terrible Crime Have A Mental Problem?

On Dr. Drew Pinsky's HLN T.V. show, why is it that everyone who commits a terrible crime must have a mental problem. These people can go to a mental health facility, get "cured", then serve the rest of their time in jail.

Hi,
When mental defense mechanisms start failing psychiatric disorders develop. This is particularly applicable in the age group up to 15 years. If there are problems in the first 15 years then these issues can develop.Depending upon the type of disorder the patient may develop criminal tendencies.
