Why Is The Hair Patchy And Some Bald Spots On The Hands After A Laser Treatment And Will It Ever Become Normal?

Hi, I am a 25 years old male I did laser hair removal treatment in my for arms 18 months ago with an alexandrite laser The hair was very patchy but has been filling in although I still see some bald spots which makes it look patchy and it s like some days it looks good and other days looks more patchy its like the laser messed up the growing hair cycle My question is will it ever come back and look even and is there anything i can do like apply on my arms? (it looks like there are fark follicles beneath the skin) or will it always be patchy? Thank you
