Why The Right Foot Hurts When Lifting Or Walking?

The top of my right foot mid way down closest to the outer portion of my foot hurts when i lift my foot up from the ground when walking, or when i try to move my toes up/down. No visible swelling, When i place my fingers on the sore area, i feel the tension/pulling. Could all of this just be a pulled muscle in my foot? Possible fracture? Any ideas?
