Why Would A Doctor Refuse To Write An RX For Blood Work?

Why would a doctor refuse to write an RX for blood work? The doctor s reason was they wanted to see me first to determine if I needed more blood work. I was already at the lab, and had forgotten my RX at home. It was 6 months since I had seen my doctor and the Lab needed a new RX. Is there some ethical violation that occurred here?

in India, you can just go to any standard lab and just ask for the tests you want to have. you don't need a prescription for the same . insurance companies don't cover such tests though.
