Will Surgery On A Ligament In My Foot Treat Bone Spurs On My Left Foot?

hi my name is kim i have an appointment tuesday for a nerve test called something else and i suffer with bone spurs on my left foot i have severe numdness and tingling pain in my left foot from my knee down but no back pain do you think that this could be caused by the spurs?I have been told i need to have surgery on my ligament in my foot would this help? Thanks
