Will The Unhealed Foot Bone Fracture Require Surgery?

My wife broke a bone in her foot 8 weeks ago, 2 weeks ago her cast was removed without taking an x-ray and she was told it may swell and to raise it and rest it if it did. After nearly two weeks it was painful and still swelling so we had another x-ray taken which revealed that the break had not healed at all. She is returning to the hospital tomorrow but do you think she will require surgery as a cast did not do any good after 6 weeks?
