No, Anal Fistula does not cause reduction in the WBCs counts ,Unless there is heavy bleeding due to the fistula leading to reduction in the number all blood cells.

There are many conditions which can lead to low WBC count

Infections like Typhoid, Paratyphoid, Brucellosis,Influenza,Measles etc
Drugs, chemicals and physical agents,
Pernicious anaemia, Aplastic anaemia,
Liver abnormalities
Systemic lupus eythematosis
Gauchers disease.

Do consult a Hematologist to be extensively studies and also examined to find out the exact cause and plan on management.
