Brief Answer:
Very unlikely.

Detailed Answer:
Hello,
welcome to HCM.

Apple cider vinegar is usually used by the people for high blood pressure , fluctuating blood sugar and digestion but I really doubt that it can help to control blood pressure in hypertensive patients.

Also, some persons may experience allergic reactions to it but they are generally mild and more related to dermatological,so it is highly unlikely that it may cause sudden increase in blood pressure in your case and I will not think about allergic reactions to it.

As you have already taken your blood pressure medicine and as far as I think it will come down to normal after 1 to 2 hours most probably.

Hope this helps and let me know if you have more questions.

Regards,
