I have gone through your question in detail and I can understand what you are going through.
Atarax is primarily and antihistamine. Its meant to treat skin diseases with itching. It causes some sedation and was earlier in some cases being used as an antianxiety. But broadly speaking and historically speaking, yes it is a psychotropic medicine for anxiety.But these days no body uses atarax for anxiety issues. It is no more to be considered as a psychotropic medication. The routine side-effects which psychotropic medicine cause is not caused by atarax.
