Is Elisa 3rd Generation Test Done Seventeen Months After Exposure Conclusive?

Question: I was tested HIV by 3rd Generation antibody test after 17 Months of unprotected vaginal test with a Commercial Sex Worker. I tester negative with Index value 0.08.
Is it a conclusive result? Shall I need further test to get 100% confirm?
I am suffering from Allergy. Tester IgE level 1200.2. Because of that I am taking continuously Corticosteroid Inhaler and Fluticasone Nasal spray. Can it delay seroconversion?
Shall I need any further test? or be 100% confirm that I don't have HIV?

In the internet it shows that Corticosteroid delay production of antibody. Though I was using Seroflow rotacap 200 and 400 want to confirm that can it delay antibody production?

Also I tested after 1 year 9 months of exposure. Can any kind of immuno-defficiency delay sero conversion upto this long?
I have high IgE. Is it means my antibody production working well?

You had tested after one year and 9 months of the exposure which is very long time for antibodies to develop. If the 3rd generation test is negative than it is clear that antibodies are not present and you are absolutely free from HIV. Also steroid therapy has nothing to do with sero-conversion.
