The first scenario:Both tests are negative after 10 weeks ,so it is unlikely for HIV positive results later. So you are free from HIV from that episode.
Second scenario: The chances of transmission by electric device is unlikely.
All laboratory need to follow standard precautions.So there is no chance of transmission by needle in lab.
So the chances of transmission of HIV by all methods appear to be nil.
I do not see the need for HIV tests.
