Question : If a person becomes totally different with 2 glasses of wine (10% alcohol, wt. = 122lbs.), I mean being very aggressive when normally not so, Use of bad language when normally never utters an unacceptable word, Gets moderately violent, and after the alcohol goes away (4 to 6 hours after stopping its consumption, other than getting her not to drink, should a qualified physician examine her? YYYY@YYYY

From the available description it appears that the person who consumed little alcohol suffered with pathological intoxication. As per the available data 2-3% of individuals have pathological intoxication which is characterised by aberrant behaviour irrespective of little alcohol intake.

However considering the chronic anxiety, poor insight (failed to take medication), and strong positive family history makes me to believe that he need another consultation with doctor to review the diagnosis.
