I am sorry to hear that you friend has HPV. This can cause genital and oral lesions but the oral lesions do not usually cause any concern for oral cancers. There are no treatments for the oral form of HPV. If a person wants a second opinion then they should see and ENT specialist who maybe able to apply cryotherapy to the lesions.

The genital type of HPV can be treated by a family doctor and does nto require any special training. To help reduce the spread of HPV it is important to use condoms and no oral sex with the individual.
