Suggest Treatment For Bilateral Inguinal Hernia

Question: A month ago I suffered from bilateral inguinal hernia and lead to testicular left and right imbalance, the right testis is relatively low. Two weeks ago, after bilateral hernia surgery, the right testis were still a litte bit lower than left side . Is it right:
ps: scrotum is no pain, penius can erect
