Brief Answer:
you'd better visit a doctor

Detailed Answer:
Hello,

bloody phlegm is usually a sign of either serious infection (like pneumonia) or bronchiectasis. Bronchiectasis is a chronic disorder of the lungs which occurs as a result of chronic lung damage by various factors. The lungs become full of useless bubbles. These bubbles may harbor pathogens and cause bloody phlegm when inflammation occurs.

Other causes may apply like tumors for example but the clinical context suggests infection.

Shortness of breath and bloody phlegm require investigation. Clinical examination and X-rays will help to determine the cause and suggest appropriate treatment. Usually a combination of antibiotics and bronchodilators is sufficient to treat such conditions.

I hope you find my comments helpful!
Kind Regards!
