As per the description I think you have blepharitis of the eye lid margins. The reasons are many, sometimes bad eye lashes, skin disease, dandruff, staph infection. Hence to know the reason the eye lid scrapping should be tested. Till then Eye lid cleaning and maintaining hygienic eye lid is the key. Apply a warm compress such as a washcloth to the outer eyelids.
Cleanse the eyelids with a lid scrubs that are available in the pharmacy. Gently massage the outer eyelids.
If you have crusts formed over the eyelids and lashes a warm compresses can help before you clean them with cold water.
