I do not want to send a picture but here are details.
I Had Sex 2 days ago. I believe I have mild poison ivy on my neck. The shaft of my penis itched last night. I did scratch it.
The penis head is almost 2 inches wide. The swelling right behind it actually below the tip is about two and a half inches wide, goes back about 1 inch. Appearance is the same as before except swollen not translucent. It is swollen as a balloon wold look, but it is not hard, it is soft. I do not have discomfort but it still itches.

Brief Answer:
As detailed below.

Detailed Answer:
Read the feedback and unwillingness to send picture.
Noted about mild poison ivy on neck.
Also noted about sex 2 days ago, shaft itched last night, penis head being 2 inches wide and the swelling behind it is two and half inches wide, goes back about one inch.
Such a swelling comes due to paraphimosis and needs reduction.
I would advise you to consult at ER or a General Surgeon so that a proper clinical evaluation and proper treatment is possible.
