Question: I have burning, itching on inside of legs. Scrotum, and sometimes my arms. All of it comes and goes.
Started after unprotected oral sex.
Had all the STD tests. All negative.

Oral sex carries least risk for HIV/STD.
There is no mention about your gender. Oral sex on male is different from that on a female. Oral sex on men could be a receipient or a giver or both.
Burning sensation, itching of legs, scrotum and arms after oral sex are not anyway connected with oral sex activity. This could be due to your anxiety or due to some other nonvenereal skin problem.
Your tests were non reactive for STD/HIV. (tests done how long after that incident?) Then there is no point in worrying.
Relax and forget that incident.
