Hello,
scabies commonly affects the hands and the wrists (at least as the presenting site of involvement) and later it may affect other parts of the body. Rash on the hips only, is rather unlikely to be caused by scabies. An allergic reaction though could present with rash that starts to get itchy and gets better as time goes by.
Obviously I can't provide a diagnosis from afar but it doesn't sound so serious. He's got to visit his primary care physician though for clinical examination and evaluation of the rash.
