Question : I have a few painless blisters near the head of my penis. I think it may be from friction. I am married and have not had a new partner in years. I do get cold sores.

Brief Answer:
Likely to be Fordyce spots

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone carefully through your query and understand your concerns. I have checked the attached image. Possibly the spots/blisters are Fordyce spots which are formed due to collection of sebum inside sebaceous glands (secrete oily substance that lubricates our skin). They are harmless and not a cause for concern. Nothing needs to be done about it.

Let me know if I could help further.

Is it normal that they just appeared and have not been there before? Do they go away? If they heal up in a few days and do go away would that be a sign that it is herpes?
