Question : hi my son is 19 and he still cant retract his foreskin fully what do you think we should do

I am assuming this is a new problem rather than a chronic situation? If this is a new problem, it may be caused by infection/inflammation of the head of the penis and foreskin (balanits). Usually this is caused by a yeast infection. Without seeing what is going on, it's hard to tell specifically, but this is usually the cause. Treatment is anti fungal cream. However, he should be seen by a doctor as soon as possible to assess the severity of the problem, and if it indeed looks like an infection. I don't know the British health care system - is it possible for him to be seen today?

he says it don't hurt him or nothing he just cant retract it fully he thinks it phimosis he is still a virgin and hasn't really tried to retract it

If there is no sign of infection (redness, swelling, rash), then he should try to retract it very gently, every day. He should not try to force the foreskin back if it will not go back further.
After trying daily gentle retraction, if he is still unable to retract it fully, he should see a doctor who will likely prescribe a steroid cream. The doctor should show him how to use the steroid cream. A urologist would probably be best for this, but if that is not possible, his primary care doctor should be able to help.
