Question : age 28, I am not able to retract my foreskin and I see the opening at the start is proper but inside just at the tip of the gland head a thick ring is formed

If it has been going on for long, then get a doctor's appointment for it to be checked out and addressed fully.

I think you are explaining about paraphimosis. but my skin has not retracted at all. means my foreskin is not moving backward at all. full penis is covered by foreskin as it is not in erect state.

I have reviewed the images fully. To me, it seems concerning and not exactly informative on the exact cause. I would suggest that you get this examined by a doctor as soon as possible. If you could see a urologist, that would be a better option.
