Question : my boyfriend has a rash on the inner thigh next to his private what can be and how can he clear it

He might have developed fungal infection.
The area of groin is moist and is prone to develop these infections.
Treatment can be with oral antifungals as well as with topical antifungals.
Various antifungal powders like candid, clodid etc are availabe.
These can help reduce the moisture as well as control the infection.
If possible upload a photograph of the involved area.
This will help me in giving a closer diagnosis.
