Question : I've developed (within the last week or so) some rashes on my arms. They do not itch, but seem to improve slightly after bathing. I thought at first it was heat rash but it doesn't seem to be

It seems like eczematous dermatitis.

I suggest you to continue using the topical steroid cream (containing fluocinolone acetonide), 2x daily for a few days. It should get fine on it.

You may use the steroid cream for 2-4 weeks.
Once the rash resolves, thereafter you may use a moisturiser regularly to prevent or maintain improvement.
