Brief Answer:
not serious

Detailed Answer:
Hi and welcome

This is probably not a pulsating vein since veins cant have pulsations. This is more likely to be either a muscle fasciculation or else a referred pulsations from the femoral artery.

Muscle fasciculations may occur after physical activity where thigh muscles are involved. this usually pulls back after some rest and rarely may indicate lack of certain minerals such as magnesium or calcium.

Second cause that I have mentioned is benign and is caused by strong arterial pulsations. If there is however, a prominent thigh vein then it would be good to do Doppler ultrasound to rule out possible vein thrombosis but I dont think this should be done urgently.

WIsh you good health. Regards
