Question : How do I take myself off of cymbalta and gabapentin? I am experiencing side effects such as eyes rolling and passing out!

Eye-rolling and passing out are not side effects of Cymbalta or gabapentin. Instead, these are somatic symptoms of anxiety. I would talk to your prescribing doctor about increasing the dose of Cymbalta or gabapentin to better address your symptoms of anxiety. This is the best way to get you to feel better.

I was on a higer dose of gabapentin but it caused me to have panic attacks and mania

Gabapentin is actually intended to TREAT panic and mania, so I find it very unlikely that it was the cause of these things. However, if you are for some reason opposed to the use of gabapentin, your doctor could simply increase the Cymbalta.
