Elective surgery is a decision the patient chooses to make. A doctor under whose care this patient is can only recommend for or against, but it is completely the patients choice as to whether he/she would like to proceed with the surgery or not.

Medical ethics allows a doctor to advice a patient on the pros and cons of any medical procedure, surgery, medication, etc. But not make the decision for the patient without the patients consent (if mentally stable) or the patients kin's consent.

Another aspect to your query is if your primary physician was brought in to provide the initial pre-surgery fitness approval. A physician is asked to review a patient who is about to go in for surgery, to assess his/her medical status and whether or not they are fit to sustain surgery or not. If at all your primary physician is involved and does not think you can withstand surgery, he might not give you the required fitness.
