Question: I've been having weird sensations on right side of my body. It starts at top of my head then goes down to my feet but only on right side of body

I am so sorry to hear about this weird sensation. It is difficult to tell what they are without a close examination. However, it doesn't immediate raise an alarm to me that something could be terribly wrong. If this is a recent observation and doesn't occur frequently, I will say monitor only for now. If this has been for a while with frequent episodes, to be safe rather than being sorry, I will suggest you get examined first by your primary care physician and then a neurologist if need be. There is no urgency in doing so and please plan to go in at your earliest convenience. Though you had meningitis as a child, this is unlikely to be a possible explanation for these weird sensation at this age. Complications of meningitis are evident immediate after the infection and not several decades later..

also since I was younger I have had staring spells. I remember kids would make fun of me for staring off into space it usually only last 30 seconds if that. I get embarrassed by the staring. I never mentioned it to a doctor because I never thought anything of it. And it probably is nothing but I was just curious what anyone might think

Starring into space lasting about 30s is typical of absence seizures. That can very much be a complication of meningitis. I will suggest that you go ahead and mention to your doctor for treatment if that is still going on. Otherwise, I wish you well and keep me posted!
