Question : my toes are blue and feet(not swollen) purple...I am not cold.
I have a leaky valve
high blood pressure controlled by meds

Going by the description, you seem to have a peripheral vascular problem. It could be Buerger's disease but it is hard to comment without clinical examination. High blood pressure could be contributory. I am not sure of any connection with a leaky valve. You should vist a doctor without delay as the condition could be serious thus demanding immediate action.
