Question : my son is 31 and has clear a clear discharge from his penis. His pants are wet around his penis.

I think at this time we have to rule out some type of infection. Several different types of infections including sexually transmitted infections can cause this type of discharge.

I would recommend that he get comprehensive testing done at his primary care doctors office or at the local health department. If they can find the cause of the infection usually antibiotics will lead to complete resolution of symptoms.
