Question : I am 5"9 I weighed 256 lbs5 weeks ago . I have been eating healthy and working out with tread mill and lots of situps . My weight is now 214lbs. about 8 years ago i remember fealing my weight just drop below my waist above the base of my private parts in a matter of a few days. A heaviness and noticeable weight accumilation in that area. My stomach and waist are looking better but that area is staying the same. How do I get rid of that fat between my waist line and Penis ?

The history of workup, weight slipped from the hand - and a bulge noticed since then at the inguinal region ( area between the waist line and base of private parts) - A strong suspicion most possible cause could be inguinal hernia.

I would recommend you to see your GP, let the area get examined - request for indication of ultrasound inguinal region / abdomen pelvis. Ultrasound will help to detect the defect if hernia and its content and presence of any strangulation - if there is hernia.
If not then ultrasound will help to evaluate the nature of the bulge ( solid mass, cystic structure, fat content and so on ), its source and extensions.
