Brief Answer:
Both possible

Detailed Answer:
Although hair loss is listed as a side effect for both carbimazole and propyl thio uracil in prescribing literature, it is not commonly seen by practising endocrinologists who frequently deal with patients suffering from an overactive thyroid state.

What is well appreciated is the hair loss due to an untreated over active thyroid condition. Often the hair loss improves when the thyroid is regulated properly and brought to normal state.
