Brief Answer:
Could be either due to Stricture Urethra or recurrence of Enlarge Prostate.

Detailed Answer:
Hello
Thanks for query .

Inability to pass urine with previous history of prostate surgery 6 years back could be either due to one of the two following reasons.
1) Stricture Urethra
2) Recurrence of enlargement of prostate
3) Post operative Bladder Neck stenosis .
4) UTI

Consult qualified Urologist for clinical and digital rectal examination and get following basic tests done to confirm the diagnosis.
1) Urine routine and culture.
2) Ultrasound scanning of abdomen and pelvis
3) Serum PSA.
4) Endoscopic Examination of Bladder (Cystoscopy)

Further treatment will depend upon result of these tests and final diagnosis.

In the mean while take antibiotic like Ciprofloxacin twice daily and visit ER .

Thanks and Regards.
