Question: I have flu like symptoms with no fever and a rash on my chest, neck, and upper back but doesnt itch. What could this be?

It is possibly a viral exanthem. This refers to a rash that occurs along with viral infections such as the flu.

In most cases, the rash resolves along with or soon after the illness, in this case, flu.

It is treated symptomatically. This means treated according to the symptoms that occur, if painful, take meds for pain, if itching, use antihistamines etc
